This is a story of two men who, in society’s eyes, have committed the most heinous of crimes: sexual abuse of children. In Circles highlights society’s dilemma of how to deal with sex offenders who have been released from prison. California laws allow strict monitoring and control over the lives of released sex offenders. On the other hand, they also isolate the offenders, which may increase the risk that they will reoffend. Both men who appear in this film willingly sought help from Circles of Support and Accountability, a group of volunteers who provide them with a network of support in order to help them in their commitment not to create more victims, while at the same time acknowledging their right to be reintegrated into society.
